CONSTITUTION OF THE SURREY CHAPTER OF THE
BRITISH COLUMBIA TEACHER-LIBRARIANS’ ASSOCIATION
(Amended September 2012)
The name of this organization shall be the Surrey Chapter of the British Columbia Teacher-Librarians’ Association, herein referred to as the Chapter.
2.1) To further the aims and objectives of the British Columbia Teacher-Librarians’
Association (herein referred to as the BCTLA), the Surrey Teachers’ Association
(herein referred to as the STA), and the local Chapter.
2.2) To improve working conditions in school libraries.
2.3) To promote and encourage the use and attainment of professional library
standards in Surrey School District (#36).
2.4) To provide opportunities to members for Professional Development.
Membership shall be open to any member who is employed within Surrey School District #36.
- OFFICERS AND COMMITTEES
4.1) The executive officers of the Chapter shall consist of the Past President/Past Co-Presidents, President/Co-Presidents, Treasurer, Advocacy Chairperson, Professional Support Chairperson and six (6) Members–at-Large.
4.2) Officers may hold more than one position on the executive in any one year.
4.3) Officers shall be elected for one year term.
4.4) Officers must be members of the BCTLA.
4.5) Ad hoc committees shall be formed as necessary to handle the business of
4.6) Should a member of the executive vacate the position at any time during
his/her term of office, an election shall be held at the next regular meeting.
4.7) The President/Co-Presidents or his/her/their designate/designates shall be the only spokeperson/spokepersons for the Chapter.
4.8) Any vacancy occurring on a committee shall be filled by appointment of the
4.9) No member or committee shall incur expenses on behalf of the Chapter except as authorized at an Executive or Chapter meeting. Nor shall any committee commit the Chapter by any declaration of policy.
5.1) The President/Co-Presidents shall call Chapter meetings of the membership including an Annual General Meeting.
5.2) The executive will meet when necessary.
6.1) Only Chapter members may vote on formal matters of business.
6.2) Voting on all questions at all meetings shall be by a show of hands except when a ballot is demanded by at least one-third of the members present.
6.3) Election of officers shall be by ballot at the AGM, unless a member of the executive has vacated a position during the school year.
7.1) At Chapter meetings a quorum shall consist of the total number of Chapter
members in attendance plus two-thirds of the executive.
7.2) At Executive meetings a quorum shall be 50% of the Executive.
- NOMINATIONS AND ELECTIONS
8.1) The Past President/Past Co-Presidents shall gather nominations for Executive positions.
8.2) Surrey Chapter Elections will take place in September of each school year.
Fees for the next school year will be set at the Annual General Meeting.
- Anne Monk Scholarship
- a) Shall be awarded once per year as per the guidelines for that award.
- b) The executive will appoint a committee to review all nominees/applications and make
a recommendation back to the executive.
- c) The executive will require a motion to accept the committee’s recommendation.
- PROCEDURES FOR AMENDMENT OF THE CONSTITUTION AND BY-LAWS
11.1) The Constitution may be amended or revised by a majority vote at any
Chapter meeting provided that notice of pending constitutional change has
been given at a previous Chapter meeting or that a draft copy of the
proposed changes has been received by members at least one
week prior to the meeting.
11.2) Amendments to or revisions of the constitution become effective only after
approval has been received from the BCTLA and from the STA.
